What is most important component of the arena?
First priority: the top priority for any arena must be its longlasting usefulness as a quality riding arena.
Secondary priorities: the two type of riding arenas have different requirements.
Because the outdoor arena will be exposed to precipitation, its usefulness (value) will depend upon its drainage/separation qualities.
If the arena cannot be used, due to mud or standing water, it may not be rated as an event-qualified arena.
Therefore, some permanent method of maintaining drainage + layer separation becomes the top priority.

Indoor Arenas - those which will not be exposed to precipitation.
